My Lord,

I have the honour to acknowledge

the receipt of Your Lordship's Circular Despatch of the

1st. ultimo, transmitting particulars of a new Uniform

approved by His late Majesty for use in place of the Blue

Civil Service Uniform of the First or Second Class, by

Colonial Governors-General and Governors who at the time

of their appointment do not hold the rank of Admiral in

the Royal Navy or of General in the Army.

I beg with the greatest respect

to submit that the new Uniform is unsuitable and un-

-desirable for use in this Colony for the following

reasons:-

(1).

All the world over silver is a

depreciated metal and one that in comparison with gold is

despised.

(2).

The population of this Colony
